Position:  Procurement Specialist

LOCATION: Alexandria, VA.

SUMMARY DESCRIPTION:  

Envisioneering, Inc. is seeking a Procurement Specialist to join our corporate office team in Alexandria, Virginia. This position provides an exemplar career opportunity and performs a full range of procurement activities.

Provide procurement leadership and support in a variety of standard and specialized procurement activities through application of innovative and creative techniques. Interface with technical program managers and service line employees in development of pre-procurement plans to achieve timely cost-effective procurement actions. Negotiate, place, and administer purchase orders and modifications with vendors for complex material requirements following policies and procedures. Have experience in price and cost analysis, extensive working knowledge of US Government policies and regulations with preference for FAR/DFAR related experience. Participate in formulation and review of acquisition policies and procedures.  Assist with post-award administration in the form of receiving duties, as needed.  Must be able to utilize sound personal judgment when specific guidance is not provided.

Duties/Responsibilities may include but are not limited to the following:

  • Prepares bid packages for invitation for bids (IFB) and request for proposals/quotes (RFP/Q) and facilitates formal bidding procedures;
  • Reviews, edits and recommends modifications to specifications and scope of work;
  • Conducts pre-bid meetings and bid openings, analyzes bids and makes recommendations to user departments for purchases;
  • Research sources, maintains bidders list, distributes bid packages;
  • Reviews, negotiates and modifies terms and conditions of contract/sale;
  • Makes contacts with vendors, developing new supply sources;
  • Keeps abreast of prices and general market conditions;
  • Reviews purchase orders to ascertain that items are properly received, delivered and invoiced prior to recommending payment;
  • Provides departmental support regarding purchase orders, change orders, expediting orders, follow up, etc.
  • Assists in developing routine purchasing policy and procedures to maintain CPSR compliance;
  • Performs a wide variety of related professional tasks.

MINIMUM SKILLS/QUALIFICATIONS:

  • Previous experience with preparation for a Contractor Purchasing System Review (CPSR) is preferred.
  • DoD/Government procurement experience is required
  • Knowledge of and experience with FAR/DFAR requirements
  • 7+ years of experience desired
  • Due to the nature of work performed within our facilities, U.S. citizenship is required.
  • Deltek / Costpoint experience desirable.

EDUCATION:

  • Bachelor’s degree in related field preferred

PHYSICAL DEMANDS:

  • Sedentary/10 lbs. max. occasional life/carry of small articles. Some occasional walking or standing may be required.
