SUMMARY DESCRIPTION:
The International Programs Coordinator for Science & Technology (S&T) will be a subject matter expert in support of the Office of Naval Research’s (ONR) Program Officers (POs) and their ongoing S&T portfolios. This should include knowledge of International Cooperative Programs (ICPs) including specific areas such as: The Technical Cooperation Program (TTCP); Foreign Comparative Testing (FCT); Information Exchange Programs (IEPs); Project Arrangements; International Agreements (IAs) and Delegation of Disclosure Authority Letters (DDLs); Information/Data Exchange Agreements (I/DEAs); and the Coalition Warfare Program (CWP). The International Programs Coordinator for S&T should have experience working with U.S. Project Managers, U.S. and Foreign Technical Project Officers (TPOs), foreign Ministry of Defense (MOD) and Embassy officials; and working with Navy International Programs Office (NIPO) and/or ONR Global. The International Programs Coordinator for S&T also needs an understanding of the ONR’s mission and experience working with technology development and evaluation to address emergent Naval priorities. Experience with at least one domain of operational relevance such as Anti-Submarine Warfare, Air Warfare, Surface Warfare, Information Warfare, or Real Time Retargeting to assist the ONR Code 31 POs and Managers to develop, manage and execute portfolios that address priority Command, Control, Computing, Communications, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting (C5ISRT) S&T requirements is beneficial.
MINIMUM SKILLS/QUALIFICATIONS:
- Relevant experience developing and maintaining ICPs as outlined above.
- A thorough working knowledge of International Acquisition and Exportability Practices including:
- Types of international acquisition involvement.
- Tools available to identify and develop international acquisition programs.
- Incorporation of international acquisition considerations into program acquisition strategies.
- Procedures used to establish international agreements/arrangements.
- Technology Security and Foreign Disclosure processes.
- Relevant acquisition program management experience focused on moving technology from S&T to acquisition systems including a working understanding of technical requirements development/risk management, contracts, budgeting and obligations/expenditures management.
- Subject matter expertise for the identification and analysis of critical Navy capabilities.
- The ability to coordinate interactions and facilitate opportunities for collaboration with multiple agencies, organizations, and foreign personnel at senior levels of interaction.
- Broad naval operational and/or staff experience across one or more operational domains including: sub-surface, surface, aviation and unmanned systems communities.
- The ability to coordinate and evaluate technology development efforts.
- The ability to develop/manage program schedules.
- Possess a minimum of a SECRET clearance.
EDUCATION/CERTIFICATIONS:
- Doctor of Philosophy (PhD) with 5 years’ experience or Masters with 10 years’ experience or a Bachelor of Science (BS) plus 15 years of experience from an accredited college or university in National Security Policy, International Relations, Global/International Studies,
- Preference will be given to candidates that also have a background in mathematics, engineering, physics, or related sciences are preferred.
