SUMMARY DESCRIPTION:

Envisioneering, Inc. is seeking a Program Analyst  with experience working within Navy RDT&E activities (i.e., ONR, NRL, NSWC, NAWC, NUWC, UARCs, FFRDCs and Universities)  to perform a variety of financial, technical and support services involving data review, event, contract, and project coordination, budget development and maintenance and other related technical and administrative duties.   Candidates selected must be capable of preparing clear and concise written communications and make oral presentations; conduct complex data and budget review; communicate effectively with diverse groups; compute budget statistics; set up and maintain relational database files, perform queries, and retrieve data to prepare reports.  This position requires a Department of Defense (DoD) Secret security clearance at the time of hire.

KEY RESPONSIBILITIES SUMMARY:

  • Work with Government personnel in monitoring and coordinating contracts and on-going projects; developing systems for data collection, reporting criteria and contract records; researching and compiling statistics and data for contracts/projects; monitoring contract/project timelines; creating, monitoring and maintaining files for program compliance; preparing memorandums and reports with statistical summaries and comparisons; and monitoring funding commitments, obligations and expenditures for contracts/projects.
  • Assist in development and maintenance of budgets; monitoring commitments, obligations, and expenditures to assure benchmarks are being met; reviewing invoices; developing projections regarding expenditure patterns; and reviewing and preparing financial reports.
  • Create and maintain databases; enter and retrieve data; analyze, create, and present reports from databases; monitor record keeping procedures for accuracy, and compile data; review and prepare program reports and data.
  • Coordinate and organize meetings, assist with arrangements for presenters; identify participants and support the coordination and communications related to registration information including follow-up activities such as compiling and issuing meeting minutes /presentations.
  • Assist with preparation of fact sheets, brochures, charts and multi-media presentations; proofread and edit documents; coordinate printing; prepare mailings; develop and prepare letters, memos, and program reports.
  • Provide support to Program Officers in planning, managing, and monitoring major RDT&E projects.
  • Assist with the preparation of a variety of reports covering budget status, forecast reports, and other management reports. Track active program budgets and ensure that program expenses are monitored monthly and that expenditures are on target.
  • Prepare presentation materials for management reports.
  • Ensure that program expenses are charged correctly, and/or research discrepancies and provide reasons and possible corrections.
  • Monitor contract financial reports, review for accuracy and completeness.
  • Work on overall project planning through reporting on project schedules and deliverables.
  • Work requires proficiency in using various computer application programs such as MS Excel, MS Project, MS PowerPoint, MS Word, MS Access and MS SharePoint is essential.
  • Experience with the Navy Enterprise Resource Planning (ERP) financial system is required and familiarity with the Material Managements (MM) and Procurement for Public Sector (PPS) modules is highly desired.
  • Familiarity and experience with the following is highly desired: other Navy systems and software such as Computer Optimized Batch Reconciliation Application (COBRA), Program Budget Information System (PBIS), Standard Accounting and Reporting System (STARS), Navy Marine Corps Intranet (NMCI), and Contract and Grant Administration Management Information System (CAMIS).
  • Experience providing support organizationally to senior management.
  • Experience with government planning, forecasting, program budgeting, funding, and execution, monitoring, and reporting against commitment, obligation, and expenditure benchmarks.
  • Must be capable of multi-tasking to support and coordinate a variety of projects simultaneously.

 MINIMUM SKILLS/QUALIFICATIONS:

  • Minimum of 5 years of experience providing business and financial support.
  • Navy Enterprise Resource Planning (ERP) (financial system) is required.
  • Familiarity with the ERP Material Managements (MM) and Procurement for Public Sector (PPS) module is highly desired.
  • Department of Defense (DoD) Secret security clearance*.

EDUCATION:

  • A bachelor’s degree from an accredited college or university.
